some eccodes tests fail on aarch64 platform for epel-7

    Description

      when trying to build eccodes for the EPEL-7 repository I encountered a problem on the aarch64 platform. The following problem is printed (.e.a. 1 test fails):

      Note that the same build on Fedora 30 runs just fine This one uses gcc 8.2.1 so this may be related to a small incompatibility with the older gcc versiion.
