tigge.sh test fails in cygwin

      I have downloaded the source for GRIB API (1.13.1) and the tigge.sh test didn't success.

      The tests/tigge.sh.log just said:
      TEST: ./tigge.sh

      How I can check what was wrong?

      P.S: The test-suite.log said that 39 test were passed and 0 skipped but in fact the grib_to_netcdf.sh was skipped:
      TEST: ./grib_to_netcdf.sh
      NetCDF was not enabled. Skipping this test.

      (I think this was the only one skipped)
